In the face of the intensification of extreme hydrological events, particularly in the Mediterranean basin, the resilience of transport infrastructure has become a critical issue. Due to their linear nature and direct exposure, road networks are on the front line of floodplain flooding and debris flow hazards. However, traditional analytical methods struggle to provide a comprehensive diagnosis, as they are often compartmentalized between territorial approaches (GIS) that lack precision at the infrastructure scale, and detailed engineering analyses that remain disconnected from the broader hydrological context. This thesis aims to bridge this methodological gap by developing and validating an innovative analytical framework based on the synergistic integration of Building Information Modelling (BIM) and Geographic Information Systems (GIS). The central hypothesis is that combining the macroscopic perspective of GIS with the microscopic precision of BIM enables a more comprehensive, accurate, and operational assessment of road infrastructure vulnerability. Applied to the complex and strategic case study of the Mitidja Plain in Algeria, this research is structured into three main parts : 1.Territorial susceptibility assessment (macroscopic scale), which identifies the most hazard-prone areas by comparing multicriteria methods (AHP) with Machine Learning approaches. 2.Infrastructure vulnerability analysis (microscopic scale), which quantitatively evaluates, with high fidelity, the physical impact of flooding on a road section using the BIM-HDM (BIM - Hazard and Damage Modeler) framework. 3.Evaluation of resilience strategies, which relies on modelling to quantify the effectiveness of innovative solutions such as the “Sponge City” concept. This work demonstrates that BIM-GIS integration is not merely a technical advancement, but a paradigm shift that moves from simple risk localization toward precise impact quantification, thereby paving the way for proactive risk management, the design of targeted mitigation measures, and more resilient territorial planning.
